The traditional strong build of a stealth sniper from FO3, NV, and 4 may not be viable anymore, at least not playing solo. The issue is that most of the enemies in 76, due to the lack of human raiders and the like, are melee fighting monsters and animals. Only the Scorched have ranged combat and generally stay at range. Any build is actually viable as events never have to be done solo (unless you get screwed with the Earl instancing). By stealth sniper, do you mean rifleman (single shot) or commando. If you want dps and have to kill everything, then commando is the way to go. But if you want to have fun with rifleman build, don't neglect black powder rifles.Mutations.
